San Diego Gas & Electric Company (“SDG&E”) is issuing this Request for Proposals (“RFP”) seeking to sell Resource Adequacy (“RA”) capacity products from HL Power and Owner HL Partners, LP Project (“HLP” or “Project”), to minimize the procurement cost impact for ratepayers pursuant to Decision (D.) 18-12-003. Any transaction resulting from this Request for Proposals (“RFP”) will become effective only after full execution of a negotiated contract (“Confirmation”) substantially in conformance with the accompanying 2019-2024 HLP RA RFP Confirmation Template (“Confirmation Template” or “Confirm”).
SDG&E welcomes and encourages Diverse Business Enterprises (“DBE”), as defined in G.O. 156[1], to participate in this Resource Adequacy RFP. SDG&E is seeking to increase opportunities for diverse business entities to compete for SDG&E’s business, through both direct and indirect contracting. Participation in this RFP requires the completion of the Proposal Form & the Confirmation Template. These documents are available via the links below. Failure to provide the listed information may result in the Proposal being deemed non-conforming and thus may disqualify the Proposal from further consideration. Multiple Proposals are acceptable.
Although not required as part of the original Proposal, any Respondent selected for the shortlist must promptly submit this Credit Application with the required supporting information. You are advised to become familiar with this application and be prepared to timely submit it so as to not slow down your Proposal’s evaluation.

Local attribute is defined by the CAISO as capacity from a resource located within a Local Capacity Area capable of contributing toward the amount of capacity required in a Local Capacity Area. The resource is in CAISO system area, therefore, not subject to local capacity.
Yes, bids in the 2019-2024 HLP RA RFP are considered binding and must be effective through September 30, 2019.
No. SDG&E’s contract with the resource does not provide Flex Capacity.
